Please note that Panel, Board, Forum and Working Group meetings are not generally broadcast on the website. We believe that live streaming video of our formal decision making meetings, and publishing the recordings to be watched back later, is good for democracy – and you can find these videos on our website. This video technology sits alongside the longstanding practice of providing seats in the public gallery for members of the public and journalists to turn up and watch our in-person meetings live. Please understand that whilst we will continue to make every reasonable effort to ensure that our key public meetings at which important decisions are live streamed and recorded, any failure in that technology does not in any way invalidate the legitimacy of that meeting or of the decisions taken at it. Even in the event of such occasional technical failures, the public gallery will still have been open, as required by law, and the minutes of the meetings will still be made available in due course.

a)    to list nominees a – u and w - bb as Assets of Community Value;

b)    to reject nominations cc – ii for listing as Assets of Community Value

c)    to list the area of nominee v recommended for listing in Appendix 3 of the report as an Asset of Community Value, and to reject the area of nominee v recommended not to be listed in Appendix 3 of the report

 

Minutes:

Members considered the report on nominations to be considered for listing as Assets of Community Value. A full list of nominations is appended to this document.

 

Members said that nominations a – u and w – bb met the criteria to be listed as Assets of Community Value.

 

Members discussed whether nominee v, the Pond Area, Freshwell Street, Saffron Walden had been demonstrated to be in current use as a community asset. It was agreed only the pond area, as designated on the map on page 34 of the report, had been demonstrated to be in current use as a community asset and therefore fitted the criteria of an Asset of Community Value, while the rest of the area did not.

 

Members said the following nominations did not currently further the social wellbeing or social interest of the local community and therefore did not meet the criteria to be an Asset of Community Value:

·         Site of former tip and depot, Thaxted Road, Saffron Walden

·         Fire Station, Hill Street, Saffron Walden

·         Council depot, Shire Hill, Saffron Walden

·         Civic Amenity Site, Thaxted Road, Saffron Walden

 

Members said St Mary’s Church, Birchanger could not be listed as Asset of Community Value because it was primarily a place of worship.

 

The Legal Officer read out representations from the owners of Gaston Green Chapel.  They said the chapel was only occasionally used as a meeting place, and was not used by groups from the local community, despite being promoted as a meeting place. Additionally, because it was primarily a place of worship, it could not be listed as an Asset of Community Value.

 

The Legal Officer while the Friends Meeting House, High Street, Saffron Walden did function as a meeting place for the community, its primary function was as a place of worship and therefore it should not be listed as an Asset of Community Value.

 

RESOLVED:

a)    to list nominees a – u and w - bb as Assets of Community Value;

b)    to reject nominations cc – ii for listing as Assets of Community Value

c)    to list the area of nominee v recommended for listing in Appendix 3 of the report as an Asset of Community Value, and to reject the area of nominee v recommended not to be listed in Appendix 3 of the report

 

 

The meeting ended at 2.20pm.
