Purpose:

To remove the requirement for a payback clause on the grant of £500,000 towards the provision of a running track at Carver Barracks

Decision:

RESOLVED to remove the requirement for a payback clause on the grant of £500,000 towards the provision of a running track at Carver Barracks.

Reasons for the decision:

Clarification has been received from the MOD that they are content for the project to be developed subject to two conditions

 

1.    No contingent liability is placed on MOD should it need to withdraw from the agreement due to permanent vacation by the Army before 2031/32 or redevelopment of the area of land in question due to intensified use of the barracks.

2.    The project must be deliverable from existing and non-public funding sources (as well as the UDC’s contribution).

 

The latest announced position remains that the barracks is scheduled for closure in 2031/32. The risk of imminent expansion and therefore loss of the facility is deemed negligible at this point in time.

Alternative options considered:

The project is unable to proceed whilst a payback clause exists.

 

Therefore the only alternative option would be to withdraw the grant.
