Purpose:

Existing contracts for the supply of gas and power for properties owned or operated by The Council expire on 30 September 2020.
If left, prices "out of contract" will be much higher so it is in the Council's interest to put new contracts in place in accordance with Contracts Procedure Rules and The Public Contracts Regulations 2015 (as amended)

Decision:

Award call-off contracts under the LASER Energy Buying framework arrangement benefitting from the increased volume and collaboration under the framework and the specialised skills of the commodities buyers.
In addition, having declared a Climate Emergency, LASER will be instructed to purchase green energy for our whole portfolio
The estimated cost of these contracts will be £1.3m over four years

Option 1 - Advertise the contracts and tender our requirements
Option 2 - Award call-off contracts under the Crown Commercial Services framework arrangement benefitting from the increased volume and collaboration under the framework
Option 3 - Award call-off contracts under the LASER Energy Buying framework arrangement benefitting from the increased volume and collaboration under the framework and the specialised skills of the commodities buyers.
