Please note that Panel, Board, Forum and Working Group meetings are not generally broadcast on the website. We believe that live streaming video of our formal decision making meetings, and publishing the recordings to be watched back later, is good for democracy – and you can find these videos on our website. This video technology sits alongside the longstanding practice of providing seats in the public gallery for members of the public and journalists to turn up and watch our in-person meetings live. Please understand that whilst we will continue to make every reasonable effort to ensure that our key public meetings at which important decisions are live streamed and recorded, any failure in that technology does not in any way invalidate the legitimacy of that meeting or of the decisions taken at it. Even in the event of such occasional technical failures, the public gallery will still have been open, as required by law, and the minutes of the meetings will still be made available in due course.

To consider political proportionality and appointments to the Council’s revised committee membership for 2019-20 (appointment list to follow).

 

This extraordinary meeting of Council has been called to consider committee appointments in light of the revised political proportionality calculation since the formation of the Green Party Group.

The Leader introduced the item on Political Proportionality and Appointment to Committees 2019-20. He said the item had been brought to an Extraordinary Meeting of Council due to the need to approve revised political balance in light of the formation of the Green Party Group. He welcomed the Green Party Group to Council and highlighted the significant activity that was being undertaken with regard to green issues. Announcements were also made in respect to changes to portfolio responsibilities, Cabinet Members and Cabinet Deputies. A list of Council, Cabinet and Committee membership has been appended to these minutes for information. In addition to the recommendations outlined in the report, the Leader proposed that Councillor LeCount be made substitute to the Essex Police, Fire and Crime Panel (EPFC).

 

In response to a Member question, the Chair said the appointment to the EPFC could be noted by Council.

 

Councillor Light thanked Members for the Green Party Group’s welcome. She said the Group would work hard for residents in keeping the district green. 

 

            RESOLVED that Council:

 

i)    Reviews the allocation of seats on its committees and achieves political balance by allocating seats as follows:

ii)   That the Council increases the size of the Standards Committee from eight to nine members.
