We believe that live streaming video of our formal decision making meetings, and publishing the recordings to be watched back later, is good for democracy – and you can find these videos on our website. This video technology sits alongside the longstanding practice of providing seats in the public gallery for members of the public and journalists to turn up and watch our in-person meetings live. Please understand that whilst we will continue to make every reasonable effort to ensure that our key public meetings at which important decisions are live streamed and recorded, any failure in that technology does not in any way invalidate the legitimacy of that meeting or of the decisions taken at it. Even in the event of such occasional technical failures, the public gallery will still have been open, as required by law, and the minutes of the meetings will still be made available in due course.

Public Speakers Minutes: Ms Champion spoke on behalf of the residents of Hatfield Heath and urged members to approve the Prisoner of War (POW) Camp 116 onto the Local Heritage List. She said that many members of the public visit the sites for various reasons such as the history, their interest in World War 2, family connections, interesting historical art and photographic opportunities. She explained that access to the site in recent years has been limited due to the current owner’s resistance to allow visitors on-site and this did not reflect a lack of interest by the local community. She highlighted the public support for preserving the camp, including a petition which received 510 signatures and a social media group with a following of over 800 members, and explained that there was a strong connection between the community and camp, due to the prisoner’s contribution to the local area both during and after the camp’s operation.
Mr Parish, Chair of the Hatfield Regis Local History Society, also spoke in support of adding POW Camp 116 to the Local Heritage List and said that many fifth and sixth year children at the local school were taken to the camp so that they could learn about the local war history. He explained that there are very few POW camps left, and none nearby, so it was vital to keep the camp so that thousands more people can learn and understand what happened during the war. He highlighted that 80% of the camp is in good condition and that the site was refused listed status by Historic England because of its recent age; however, Historic England recommended that Uttlesford District Council added it to their Historic List. Mr Parish had requested that the site be added in 2017, and when attending a Cabinet meeting in April 2018, the members had instructed officers to get it approved as a historic item as quickly as possible. |

Local Heritage List To consider the Local Heritage List Additional documents:
Decision: RESOLVED: To approve the second edition of the Local Heritage List, with the exception of entry “LHL ref 430” which has been deferred to a later meeting. Minutes: Bruce Tice, Local Heritage Lead, presented the draft second edition of the council’s Local Heritage List for the committee’s consideration.
The committee considered each asset individually and the following points were raised during the discussions: · LHL ref 408: Members expressed concern about the lack of preservation work on the asset and hoped that some form of action from some organisation could be taken to preserve it for the future. · LHL ref 412: Members noted the considerable number of pillboxes within the district and agreed to consider the value of each pillbox on an individual basis. · LHL ref 416: It was confirmed that, due to Covid-19 restrictions, the Local Heritage Lead was unable to approach property owners for additional information, including the age of Elm Cottage. It was noted that a number of nominations couldn’t be included on the list due to restrictions on undertaking site assessments. · LHL ref 430: Members requested that the asset be deferred so that a second opinion by Essex County Council’s Place Services can be obtained. · LHL ref 465: Members requested that officers contact Essex Highways about the ongoing preservation and maintenance of assets which fall within the highway boundary.
The Local Heritage Lead confirmed that, following the approval of the Local Heritage List, assets may be considered for Article 4 Directions. This would be a separate process and subject to resources. Should Article 4 Directions be pursued the process would involve full public consultation and Cabinet approval.
RESOLVED: To approve the second edition of the Local Heritage List, with the exception of entry “LHL ref 430” which has been deferred to a later meeting.
The Chair thanked officers and requested that they continue their work towards giving the assets Article 4 protection.
