Please note that Panel, Board, Forum and Working Group meetings are not generally broadcast on the website. We believe that live streaming video of our formal decision making meetings, and publishing the recordings to be watched back later, is good for democracy – and you can find these videos on our website. This video technology sits alongside the longstanding practice of providing seats in the public gallery for members of the public and journalists to turn up and watch our in-person meetings live. Please understand that whilst we will continue to make every reasonable effort to ensure that our key public meetings at which important decisions are live streamed and recorded, any failure in that technology does not in any way invalidate the legitimacy of that meeting or of the decisions taken at it. Even in the event of such occasional technical failures, the public gallery will still have been open, as required by law, and the minutes of the meetings will still be made available in due course.

Minutes:

The Speakers made comment that Uttlesford had a good opportunity to refresh the new Local Plan considering green infrastructure and building methods.

Suggested future actions.

 

  • Uttlesford should apply pressure to reduce housing numbers.
  • Urgent meeting with MP.
  • Liaise with other Districts and other MPs in the South East.

- Apologies for absence were received from Cllrs Freeman and Merifield.

 

- There were no changes in circumstance to the previous meeting.

 

- The Chair gave a re-cap of the groups working arrangements.

- The purpose of this item was for the group to review the updates in the document after receiving the Government’s white paper and before being taken to the Scrutiny Committee and Cabinet.

 

A discussion was held, and the following points were highlighted.

 

- Members of the group voiced their concerns regarding  the Project Management Officer and how it might affect the outcome of the new Local Plan. Members?  said the position of Project Manager for the Local Plan had already been filled with a  consultant with extensive experience in planning and a strong understanding of the district. Members  stated that the reason  the last Local Plan had been rejected was not due to its project management.

 

- The climate change interim policies would be incorporated in the Local Plan where appropriate enhancing their statutory weight.

 

- Members requested tracked changes on all documents in future to make document review quicker.

 

- Costing within the project initiation document included staffing, evidence requirements and legal representation and counsel. Contingency had been built into the plan.

 

- Uttlesford District Council had been advised by the Peer Review Group and neighbouring authorities to calculate the most deliverable timeline, adopting the Local Plan in July 2024.

 

- Members and the Peer Review Group met with the Ministry of Housing Communities(Ministry) and Local Government (UDC) to discuss their approach to the new Local Plan. It was met with general support and the Ministry noted  there would be no government intervention if the plan was submitted before the deadline of December 2023, intervention would impede progression.

 

 - The group approved the document be taken to Cabinet.

- The document had been updated considering the Peer Review Group recommendations.

 

A discussion was held, and the following points were highlighted.

 

- The group highlighted the importance of providing traditional forms of notification through community publications and leaflet drops alongside the web-based forms of communication. Members supported playing a role in communication with Parishes and members of the public.

 

 - The group approved the document be taken to Cabinet.

- The document was presented to the group, comparing the old approach and highlighted the new approach of  consultation.

 

- Consultation would be divided into topics, to encourage engagement with a staggered 27week timetable which would start at the end of October 2020,  through to March 2021.

- The Community Stakeholder Forum would meet on a 2weekly basis kickstarting each topic.

- Each topic would have a 4-week public consultation.

 

- The group approved the document be taken to Cabinet.

 

Action: Member feedback on this paper by Friday October 2nd.

- The strategy was presented and outlined that the approach would be a way to influence developer decisions and site selections.

- the areas of search had been developed around a 2km radius of walkable neighbourhoods.

 

- The group requested a workshop with officers to inform the discussion and process further.

 

- The group approved the document be taken to Cabinet.

10.

- The document was presented to the group; Officers confirmed that the drafted response included input from Development Management, Policy and Housing Members,  the Portfolio Holders had also been consulted.

 

- Officers would meet with Cllr. Evans and Cllr. Lodge on the 29th September 2020  to get sign off on the executive decision ahead of submitting the consultation to government.  There was the possibility of further changes through this process.

 

- Subject to amendments, the group approved the document be taken to Cabinet.
