Decisions

The government is consulting on a planning white paper: ‘Planning for the Future’. The proposal relates to reforms to the planning system intended to speed up the planning process and increase and speed up the delivery of new homes.

The Leader is RESOLVED to:

i.              respond to the government consultation ‘Planning for the Future’ as set out in the accompanying report and appendices.

To consider the Terms of Reference for the Strategic Infrastructure Delivery Group which is to be established to support work on the local plan and to assist the District Council in working effectively with key strategic partnerships on addressing infrastructure issues.

RESOLVED:

1.    To endorse the proposed Terms of Reference attached as Appendix 1 to this report and the Leader be requested to issue the appropriate invitations for members to join the Strategic Infrastructure Delivery Group in accordance with this report.

2.    That officers be instructed to make arrangements to support the establishment of the Strategic Infrastructure Delivery Group, and supporting Officer Group, with inaugural meetings to take place as soon as the memberships of the Groups have been finalised.

To formally adopt the PID for the Local Plan.

RESOLVED to adopt the Project Initiation Document (PID) for the Local Plan.

RESOLVED to:

·         To appoint Cllr Reeve to the Saffron Walden Business Improvement District (SW BID).

·         To appoint Cllrs Day and Lodge to the Crawley Prize Endowment charity.

To further review and update the CPDP 20/21

RESOLVED to approve the Corporate Plan Delivery Plan attached as Enclosure 1 to the report.

RESOLVED to appoint Councillors Armstrong and Freeman to the Museum Management Working Group.

To ensure that the Uttlesford Equality Policy is aligned with the Equality Act 2010.

RESOLVED to recommend that Council adopts the amended Uttlesford Equality Policy published in September 2020

The Local Development Scheme sets out the draft timetable for producing the Local Plan.

RESOLVED to adopt the Local Development Scheme.

The strategy has been prepared so that the public, interested groups and organisations, Members and Officers know what is expected in relation to community engagement as the Local Plan is prepared.

RESOLVED to approve the draft document in order for it to be published alongside the Statement of Community Involvement to enable people to provide comment.

This draft SCI was first published for the Local Plan Leadership Group (LPLG) meeting on 18th August 2020. The SCI has subsequently been amended to make reference to the White Paper on the Future of Planning and to take on board on advice from the EELGA Peer Review Team. It has also been considered by LPLG again on 28 September and therefore is brought back to Cabinet for approval.

RESOLVED to approve the Statement of Community Involvement for consultation.

To provide an updated budget position following the Covid-19 pandemic and associated impacts of lockdown

RESOLVED to recommend to Council the mid-year updated Medium Term Financial Strategy for approval.
