02/12/2020 - Adopt Part 1 & 2 Self-Build Register ref: 433    Recommendations Approved

The Council has had a Self-build and Custom Housebuilding register since 2015 (henceforth referred to as the Register). Changes to legislation including i) a duty to grant sufficient development permissions in respect of serviced plots to meet demand evidenced in the Register, ii) ability to charge a fee and further clarity on the use of local eligibility criteria require a refinement to the current Council’s Register in order to comply with these changes.

RESOLVED to introduce eligibility criteria and apply a local connection test, but not to introduce a charge for inclusion on the Self-Build and Custom Housebuilding Register.

The Uttlesford Economic Recovery Plan is an evolving plan based on the available data in an ever-changing situation. It aims to identify and address local issues that are not addressed by national, regional or county initiatives.

24/11/2020 - Newport Quendon & Rickling Neighbourhood Plan ref: 432    Recommendations Approved

To agree a final consultation before a referendum is held on the Newport, Quendon and Rickling Neighbourhood Plan.

Decision:

RESOLVED to approve the changes proposed in Appendix 3 of the report, and that the submitted Newport Quendon & Rickling Neighbourhood Plan:

 

a) be modified as set out in Appendix 3, subject to a seven-week consultation period in line with Regulation 17A of the Neighbourhood Planning (General) and Development Management Procedure (Amendment) Regulations 2016;

b) that the Plan is progressed to Referendum covering the area of Newport, Quendon and Rickling Parishes subject to no substantive objections being lodged to the modifications proposed; and

c) That authority to be delegated to Director of Public Services, in consultation with the Planning Portfolio Holder, to consider responses to consultation on the proposed decision relating to the departures from the Examiner’s recommendations, and to determine the final changes to be made to the neighbourhood plan before it proceeds to the referendum.

RESOLVED to recommend for approval by Council the Local Council Tax Support Scheme for 2021/22 based on the following;

 

I. The contribution rate is frozen for the sixth consecutive year at 12.5%.

II. The Council continues to protect Vulnerable and Disabled Residents and Carers on a low income.

24/11/2020 - Covid-19 Business Support Grants - Local and Additional Restrictions Grants ref: 429    For Determination

The Government announced new levels of financial support for businesses affected by the new tiered system (medium, high and very high) of local restrictions which came into force on the 14 October.

These grants have been aimed primarily at the hospitality, hotel, bed and breakfast, leisure organisations or businesses that provide person to person services as these are the ones to have been directly affected by both the tiered system and local or national lockdowns. The grant has been extended to any business that can demonstrate that it has been severely impacted by the local restrictions.
