Agenda, decisions and draft minutes

Public Speaking: To register your intention to speak at a Council, Cabinet or Committee meeting, please contact Democratic Services on committee@uttlesford.gov.uk or 01799 510410, 510548, 510369 or 510460. Panel, Forum and Working Group meetings do not generally permit public speaking. Please refer to a specific meeting's pdf agenda pack for further information and registration deadlines.

Live Broadcast: For Council, Cabinet and Committee meetings the video player will be available on this page under the Media banner a few minutes before the meeting is due to begin. Please note that Panel, Board, Forum and Working Group meetings are not generally broadcast on the website. We believe that live streaming video of our formal decision making meetings, and publishing the recordings to be watched back later, is good for democracy – and you can find these videos on our website. This video technology sits alongside the longstanding practice of providing seats in the public gallery for members of the public and journalists to turn up and watch our in-person meetings live. Please understand that whilst we will continue to make every reasonable effort to ensure that our key public meetings at which important decisions are live streamed and recorded, any failure in that technology does not in any way invalidate the legitimacy of that meeting or of the decisions taken at it. Even in the event of such occasional technical failures, the public gallery will still have been open, as required by law, and the minutes of the meetings will still be made available in due course.

Members made the following additional comments:

·       The sum allocated to Accuro (Care Service) was specifically aimed at under 18’s.

·       The level of funding allocated to Action for Family Carers reflected the fact that this group currently had no base in Dunmow.

·       Whilst being great supporters of CARA, Members regretted that this was not currently an area that could be funded from a limited budget but that it was likely that funds would be provided by other agencies.

·       Monies allocated to Craftability were in respect of transport costs.

·       Monies allocated to East Herts Citizens Advice Service were to support the Level One advice being provided in the overlap with Uttlesford.

·       Home-Start Essex monies were to be provided to support the service delivery to eleven families.

·       Monies allocated to Mind in West Essex reflected some overlapping and it was recognised that commissioning would also be reviewed in future.

·       St Clare West Essex Hospice Care Trust had not been allocated monies as they were currently well funded.

·       Financial support to Touchpoint would be for administration support and reflected the limited budget available. However, the percentage given was reflective of funding to other organisations.

·       Monies allocated to Uttlesford Citizen Advice represented over 50% of the total budget.

·       Monies allocated to Uttlesford Community Action Network had been considered in light of the possible outcome of the new voluntary offer from Essex CC which would be announced shortly.

·       Uttlesford Community Travel’s allocation represented evidence that the organisation was managing business appropriately. It was also noted that an additional request for £19,000 for vehicle replacement would receive funding from another grant.

·       In respect of funding for Uttlesford Foodbank, monies could not be allocated for food, but support would be offered to fund a paid post. The enormous contribution made by Sophie Durlacher to the Foodbank was recognised by all Members.  ...  view the full minutes text for item 7.
